Aviation software and consulting firm Rotate has unveiled Rotate Compliance, a screening platform developed specifically for air cargo that marks the company’s first major expansion into cargo operations. Currently being co-developed alongside cargo teams at several of the world’s largest airlines, the platform is scheduled for general commercial availability in the first quarter of 2027.

Until now, Rotate’s software suite has focused primarily on supporting commercial and strategic decision-making across airlines, airports, freight forwarders, and ground handlers. The entry into regulatory compliance builds on Rotate’s acquisition earlier this year of the “Cargo Intelligence” software assets from Pandora Intelligence, a former Netherlands-based SaaS provider. Rotate is rebuilding the software on a modernised technology stack with an updated user interface, introducing broader screening checks, streamlined process flows, and an inherently leaner cost base.

Through extensive workshops and interviews with cargo carriers, Rotate structured the platform around three operational challenges facing the industry: contextualised screening, sector-specific workflows, and scalable cost efficiency. Rather than relying purely on matching names against static sanctions registries, Rotate Compliance cross-references parties with shipment descriptions, planned flight routings, and complementary cargo attributes to sharpen screening accuracy and significantly reduce false positives.

The software has also been tailored to the tight operational turnaround times typical of air logistics, where compliance teams face narrow windows between receiving booking documentation and flight departures. By integrating live message streaming with dedicated due diligence workflows, the platform ensures mandatory verification checks can take place without delaying ground operations or flight schedules. Furthermore, by running on the modern architecture powering Rotate’s existing commercial tools, the platform offers a lower cost base designed to keep compliance expenditures sustainable even as cargo volumes scale.

“For years, Rotate has helped airlines make better commercial decisions through our market data, software, and strategy consulting. Compliance is a natural next step: it sits at the heart of every shipment, and cargo teams have told us clearly what they need from compliance software. Rotate Compliance brings our understanding of air cargo into the operational side of the business,” said Ryan Keyrouse, Chief Executive Officer of Rotate.

Software testing is already actively underway with a major all-cargo carrier using live air waybill data to validate screening models. Looking ahead, Rotate and its airline co-development partners have outlined a comprehensive roadmap that includes deeper integration with cargo management systems, as well as extending the screening solution to freight forwarders.

“We sat with compliance analysts and watched where their time went. Most of it went to proving a shipment wasn’t a problem. Rotate Compliance is designed to give that time back by looking at every attribute of a shipment, not just a name on a sanctions list,” added Fabien Balouzet, Rotate Vice President and Head of Product.
