TAPA EMEA and Trans.eu launch certified carrier freight exchange
New platform restricts access to TSR-certified carriers, aiming to reduce cargo crime and connect shippers with verified transport providers.

The Transported Asset Protection Association (TAPA) EMEA and Trans.eu Group have launched the Certified Carrier Exchange, a freight exchange platform built entirely on verified TAPA Trucking Security Requirements (TSR) certifications. The initiative marks a new phase in the strategic partnership between the two organisations and aims to create a more secure environment for freight transactions across Europe.
The platform was announced at the TAPA EMEA 2026 Annual Conference in Oberhausen, Germany, attended by more than 800 industry leaders, law enforcement representatives and supply chain security professionals.
As part of the partnership, Trans.eu will also promote awareness of the security and commercial benefits of the TAPA TSR Standard across its digital ecosystem of more than 44,000 carriers, freight forwarders and shippers. The initiative is intended to help expand the community of TAPA-certified transport providers across the region.
The Certified Carrier Exchange combines Trans.eu’s security infrastructure with TAPA’s independently audited TSR certification framework. According to the two organisations, the platform creates a “double-locked” environment in which every participating carrier holds a valid TAPA certification that is verified and maintained under TAPA’s compliance framework.
Thorsten Neumann, President and CEO of TAPA EMEA, said the platform was designed to reduce risk and losses by creating an environment where transparency, verification and reliability are built into every stage of the process. He said every participating freight forwarder and carrier can be verified as holding a valid TAPA security certification, helping to reduce uncertainty and eliminate risks associated with unverified information.
The launch comes as cargo crime continues to pose a major challenge for the logistics industry. Annual global cargo losses are estimated at $40 billion, while cargo crime in the European Union accounts for up to €8.3 billion each year, according to a European Parliament study. Criminal groups increasingly use identity fraud, fake carrier profiles and AI-generated documentation to bypass security checks and steal cargo.
The Certified Carrier Exchange is a closed environment within the Trans.eu platform that integrates TAPA’s TSR security standards with logistics operations. Access is restricted to carriers holding a valid TSR 1, TSR 2 or TSR 3 certification, which is automatically verified in real time against the TAPA database.
Shippers and freight forwarders, including non-TAPA members, can use the platform to connect with this pool of verified carriers. The system is designed to reduce the need for lengthy manual security checks while ensuring that participating carriers meet recognised cargo protection standards.
For certified carriers, the exchange provides access to high-value cargo opportunities and increased visibility among shippers and freight forwarders that often operate within closed networks. Users can also complete the entire transaction process, from load offer to confirmed transport order, within a single secure and traceable environment.
The partnership aims to move the industry beyond traditional freight matching towards a more secure and vetted freight ecosystem.
Trans.eu Freight Exchange currently connects more than 44,000 vetted companies and processes over 11 million load offers each month. The company says it operates one of Europe’s most rigorous carrier vetting processes.
TAPA EMEA is a not-for-profit industry association that has spent more than 20 years developing and maintaining the TSR standard for trucking security. In addition to TSR, the organisation offers certifiable standards covering facility security, parking security and cyber security.
