DHL resumes postal goods shipping from Germany to USA and Puerto Rico

DHL Parcel will resume postal goods shipping from Germany to the USA and Puerto Rico for business customers on September 25, 2025, after a four-week suspension caused by new U.S. customs regulations. The service will be offered by the Post & Parcel Germany division of DHL Group using the DHL Parcel International product.
The company announced that business customers must now book the "Postal Delivered Duty Paid" (PDDP) service for shipments valued up to $800. Senders are required to provide complete and accurate customs data, including tariff numbers and country of origin details.
Prices for business customer shipments to the USA will remain unchanged, but additional customs clearance fees and duties will now apply to all shipments, except private gifts valued under $100. "The actual parcel prices to the USA will remain stable. The additional costs incurred by business customers for postal shipping to the USA will be based solely on external factors for which DHL is not responsible and over which it has no control," DHL said.
The PDDP service, which was previously available only for shipments to Norway, the UK, and Switzerland, has now been extended to the USA. DHL said it redesigned its data collection, customs reporting, and payment processes within weeks to comply with the new rules under the U.S. Executive Order "Suspending Duty-Free De Minimis Treatment for all Countries."
The changes apply only to DHL Parcel-branded products. Services under DHL Express and DHL eCommerce remain unaffected. The new rules also do not impact private shipments of goods up to $100 declared as gifts, though DHL noted these shipments will be monitored more closely to prevent misuse.
Postal goods shipping to the USA had been suspended globally since August 29, 2025, when the new customs regulations came into effect, ending the previous duty-free threshold of $800. DHL is among the first postal providers to restart service under the revised framework.
